I need the official average US Dollar to Euro exchange rate for 2007. Who determines this? Where to find it?

I definitely need references here, though, I don't mind opinions and outright guesses if they are labeled as such. Thank you so much for your help.

1. I don't want to do the calculations, but this should help you with what you are looking for. If you use this document you are first going to need to convert USD to CAD and then Euro to CAD, and then subtract the two amounts. http://www.bankofcanada.ca/pdf/nraa07.pdf Alternatively you can use this, but I still think you will have to add them all up. Copy them into a spreadsheet to save a lot of work... set the range from Jan 1 2007 to Jan 1 2008, or whatever you want. http://www.bankofcanada.ca/en/rates/exchform.html
