What country would be good for foreign exchange?

I'm a high school student and I was thinking of participating in a foreign exchange program maybe in a year or two. I'm really having a difficult time deciding on what country I might want to go to. I want to go to a country that doesn't speak English, but preferably not Japan (I don't know why.) I'm currently learning Chinese but I am open to any other options and languages. Any suggestions?

2. Why not a European country? The reason I say this is because if you were in Europe not only would you be able to tour the country you study in but you'd also be able to visit tons of other countries due to their close proximity. For example, I'm transferring to a school in Spain next semester and during Spring Break I plan to travel to France. Europe is a great choice in my opinion. But China is cool too : D
