How to resolve a triple draw at Euro 2008?

What if in Euro 2008, on Group C, Romania loses to Holand 0-3 and France and Italy draw 0-0? In that case, Romania, France and Italy will all have the same points, goals against, goals for and goal difference... Not to mention that after such events, all three teams would have played with each other and have all games resulted in draws...

1. I am pretty sure that it would come down to a penalty shoot out between france and italy as romania have a poorer recent record in major tournaments and uefa and fifa do everything to favour the bigger nations
2. a penalty shoot out is what it would probably come down to because that's what they are doing in the C.Republic and Turkey match. It's also just a real simple thing to resolve such an issue.
3. If France, Italy and Romania have the same goals against, goals for and goal difference results (and points), then the country who is highest ranked on the world(football)list will go to the quarter finals.
